Francisco Rodriguez migrated to Syracuse in 1990 from New York City. He began cooking for his friends and selling food in the streets and set up kiosks at the Latin American Festival. In 1998, with partner Marco Figueroa from Puerto Rico, he opened the restaurant La Delicias, a Caribbean and Latin American cuisine restaurant located in the West Side of Syracuse. Francisco Rodriguez later became the sole owner of this restaurant and in November 2003, he opened a franchise in the Westcott neighborhood of the city.
