The Division of State Planning was created in 1972 under the Florida State Comprehensive Planning Act (Ch. 72-295, Laws) and Governor's Executive Orders 73-73 and 74-33. The Division prepared and revised the state comprehensive plan regularly; assisted in preparing the annual executive budget and legislative program of the Governor; coordinated planning at the federal, state, and local government levels and between Florida and other states; and served as the state planning and development clearinghouse. The Division became part of the Governor's Office in 1979 (Ch. 79-190, Laws).

Under the Rural Water and Sewer Service Act (Ch. 74-66, Laws), the State of Florida participated in projects with federal and local governments to provide water and sewer service to eligible rural areas of Florida. The Division of State Planning oversaw and disbursed funds for the water and sewer facilities through the Community Water and Sewer Association, Inc. The Community Water and Sewer Association, Inc. was a non-profit Florida organization composed of rural electric cooperatives that implemented the Rural Water and Sewer Service Act.

The 1973 Legislature authorized three state agencies to carry out the Special Project to Prevent the Eutrophication of Lake Okeechobee, which was to document the problems with Lake Okeechobee and provide recommendations for correcting those problems. The agencies, the Division of State Planning, the Department of Pollution Control, and the Central and Southern Florida Flood Control District, were to study the Lake Okeechobee and Kissimmee River system and determine a land and water management plan to prevent further cultural eutrophication of the Lake. Cultural eutrophication is overenrichment of a lake due to poor conservation and drainage practices in the lake's watershed and/or nutrients introduced into the system in sewage or industrial waste. The agencies concluded that Lake Okeechobee was in jeopardy and their recommendations were implemented by various coordinating councils including the Kissimmee Coordinating Council, and the water management districts.
