TSTC members were African American men active in the business, professional, educational, and/or civic life of the St. Paul and Minneapolis metropolitan area. Membership was limited to 12 at any given time; there were no officers and no formal structure; and the club's full name was known only to members. Monthly meetings were intended to be both social gatherings and forums for the discussion of current events, to which prominent local and national figures often were invited.
In its early years, when St. Paul and Minneapolis had no formal organizations dedicated to advancing civil rights and social programs for blacks, the club worked behind the scene as a catalyst for their creation. Club members were instrumental in inaugurating local chapters of the NAACP and Urban League and in establishing the Hallie Q. Brown Center in St. Paul. In subsequent years the club continued to support programs and projects aimed at advancing the cause of the area's African American communities.
