Bethaida Gonzalez was the first Latina president of the Syracuse Common Council. She serves as Associate Dean of Student Services at University College of Syracuse University. She leads the delivery of student services in the areas of recruitment, admissions, advising, bursar, financial aid and registration, and oversees the Higher Education Opportunity Program (HEOP). She also acts as the Continuing Education Division liaison with the New York State Education Department and leads the college's interaction with civic, community and government agencies. As an Associate Dean, Gonzalez serves on the University College's leadership team for continuing education efforts and helps to oversee the administration of the college's credit programs, marketing and communications efforts, business and workforce development, and student services. Gonzalez has served University College since 1984, holding numerous management positions, including executive director of HEOP, Associate Director of Admissions, program administrator of the master of social sciences program, and executive director of community and public service.

She was elected president of the City of Syracuse Common Council for a term extending from January 2002 until December 2005. She also serves on several civic boards of directors. She has also served on the following community activities: Trustee, Rosamond Gifford Charitable Trust, 1996-2004 ongoing; Executive Committee, Syracuse 2020 Incorporated, 1999-2001; Chair, Alternative Education Committee, October 2000; Founding Member, Onondaga Latino Caucus, July 2000; Executive Committee Member, Onondaga Citizens League, 1994-2000; Co-chair, Onondaga Citizens League Study Report 19, Onondaga County School Systems: Challenges, Goals and Visions for the Future, 1998; Inter Religious Council Advisory Board, Dialog Circles on Racism and Racial Healing, 1997-1998; Member, Policy Council, Leadership Greater Syracuse, 1992-1998; Commissioner of Education for the Syracuse City School District, 1991-1994; and Mayor's Latino Task Force, 1990.
