Hughes graduated from Alabama Polytechnic Institute (now Auburn University) in 1930, after which he received a law degree from George Washington University. He held various positions in the federal government, served in the U.S. Army during World War II, headed the Japanese-American Joint Board in 1943-44, and eventually worked in the private sector in Pittsburgh, PA. He became a brigadier general in the Pennsylvania National Guard.
