In 1989, the Legislature created the Compulsive Gambling Treatment Program, charging the Commissioner of Human Services with the establishment of a program to treat compulsive gamblers [Laws 1989 c334 art751]. The law allowed for contract with a nonprofit entity with expertise in this area to operate the program; the commissioner was simply required to report annually to the Legislature the manner in which the program was being implemented.
