Created in 1949, the Department of Mental Hygiene, Board of Review, was composed of the Senate president or his representative, the House speaker or his representative, as well as nine other members appoointed by the governor (Laws of 1949, ch. 685, sec. 15f). The governor selected one member to chair the board, which met at least quarterly.

Twice a year, board members visited "each State institution caring for or treating persons of unsound minds" to ascertain whether insane persons confined therein received proper care as defined in Article 59, Annotated Code of Maryland (Laws of 1949, ch. 685, sec. 24). Annuallly, the board reported its "findings and recommendations" pertaining to the institutions and to the functioning of the Department of Mental Hygiene to the governor, General Assembly, and commissioner of the Department of Mental Hygiene.

The Board of Review was abolished in 1961 and its authority was assumed by the newly created State Board of Health and Mental Hygiene (Laws of 1961, ch. 841).
