Adam Hess worked as the tax assessor for Harris Township, Centre County, Pa. in 1875. The Centre County Commissioners directed him to list all taxable persons in Harris Township as owners of real property, tenants, or single men. The tax assessor earned $2 an hour while the tax collector received a commission on all the taxes he collected. The county commissioners set a valuation attached to each job when the county was formed on 13 February 1800. The rate structure remained about the same until 1968.
