Judy A. Smith was born on October 27, 1958 in Washington, D.C. She received a B.A. from Boston University in 1980, and J.D. from American University in 1986. From 1983 to 1984 she was Assistant Editor for the Nurses Association of the American College of Obstetricians and Gynecologists; and from 1987 to 1989 she was Deputy Director of Public Information and Associate Counsel for the Office of the Independent Counsel. She served as Special Counsel to the U.S. Attorney for the District of Columbia from 1989 to 1991. During the Bush Administration, she was Special Assistant to the President and Deputy Press Secretary, April 14, 1991 to January 20, 1993. After leaving the White House, she served as senior vice president of corporate communications for NBC in New York City, 1993 to 1996.
