The Highway Commission was created by Chapter 337, Laws of 1911. State Laws of 1929 reorganized the commission from a five person, part-time agency to a three-person, full-time agency. With the reorganization of state government agencies in 1967 (Chapter 75), the Highway Commission was placed under the newly created Department of Transportation (see WIHV85-A1884). Chapter 29, Laws of 1977 created an independent Transportation Commission (see WIHV85-A214) which took over many of the Highway Commission's duties. The Highway Commission was finally abolished in 1979 and its remaining duties were consolidated with the Division of Highways (see WIHV85-A1885) to form the Division of Highways and Transportation Facilities (see WIHV86-A1913).

The Highway Commission was charged with the responsibility of administering state road funds and engineering road construction.
