Appointed 9 October 1986 by the Chairman, Joint Chiefs of Staff, the Senior Military Schools Review Board conducted an independent review of intermediate and senior-level professional military education (PME), which included the Service schools and National Defense University (NDU). The Board's primary objective was to assure that the U.S. senior military schools properly emphasize joint matters, prepare officers for joint duty assignments, and assure rigorous standards for the education of officers with the joint specialty. The Board, chaired by GEN Russell E. Dougherty, USAF (Ret), included VADM Marmaduke G. Bayne, USN (Ret), LtGen Philip D. Shutler, USMC (Ret), and LTG DeWitt C. Smith, USA (Ret).
