The Planning Council was established in 1974, after a university self-study revealed the need for it. The Council was chaired by Professor C. Hugh Holman (1914-1981), who had directed the self-study. Its charge was to coordinate and draw up, along with the University Priorities Committee and the Advisory Planning Board, a five-year plan for the University for 1975-1980. With the completion of this plan in October 1984, the Planning Council was asked to continue indefinitely. Professor Holman remained chair until December 1978; and during his tenure, the Council formulated three more five-year plans, covering the periods ending June 30, 1981, 1982, and 1983. The Council issued subsequent plans covering later periods. The Planning Council was disbanded in 1984 with the creation of the Assistant to the Chancellor for Planning, who now has responsibility for planning.

The Planning Council was established in April 1974, just after the completion of a University Self-Study made for the Southern Association of Colleges and Schools Evaluation Committee visit in March. The Council's purpose was to draw up, along with the University Priorities Committee and the Advisory Planning Board, a five-year plan for the University covering the period 1975 to 1980. The Council was headed by C. Hugh Holman, who was made a Special Assistant to the Chancellor for this purpose. He had served as Chairman of the Self-Study Steering Committee since its formation in April 1972.
By the time the five-year plan was completed in October 1974, the University realized that planning should be a continuing process. Chancellor Ferebee Taylor, therefore, asked the Planning Council to continue indefinitely. Professor Holman would be its chairman as well as the Director of University Self-Study. Under Holman's leadership, which lasted until December 1978, the Council published three more five-year plans, covering the periods ending 30 June 1981, 1982, and 1983. It also issued subsequent plans covering later periods. The Planning Council was disbanded in 1984 with the creation of the position of Assistant to the Chancellor for Planning, which now has responsibility for this function.
