In 1933 the Kansas State Board of Housing was created in order to study housing conditions, collect and distribute information relative to housing, and investigate the costs of construction. In 1949 this board was repealed. For over forty years, no housing agency existed in the state of Kansas. In 1992 the Department of Commerce took on a Housing Division, and it remained as such until 2003 when the two divisions split. Commerce once again became simply the Department of Commerce, and the Housing division became the Kansas Housing Resources Corporation (KHRC), a subsidiary of the Kansas Development Finance Authority (KDFA). The KHRC mission is to enhance Kansas's communities with housing opportunities. This goal is achieved through using a variety of strategies and approaches, including increasing homeownership opportunities, leveraging the construction of more affordable rental housing, preserving existing housing through rehabilitation, promoting energy efficiency improvements for owner-occupied and rental housing, providing affordable housing through rent assistance to low-income families and senior citizens, and creating housing opportunities for previously underserved persons and communities. The KHRC provides support to communities through administering Community Development Block Grants, Emergency Shelter Grants, and other section 8 subsidies under the United States Department of Housing and Urban Development created in order to sponsor subsidized housing for low-income families and individuals.
