Incorporated in 1896 under the state laws of Oregon, the company succeeded the Oregon Railway and Navigation Company. It operated a line from East Portland to Huntington (Ore.), with many brances extending into Washington State and Idaho. It also operated steamboat lines from Portland (Ore.) to San Francisco (Calif.), in addition to lines on the Willamette, Columbia, and Snake Rivers. Controlling interest of preferred stock was held by NP, Great Northern, and Union Pacific companies.
