The first entry (October 22, 1883) presents the articles of organization of the company, which was formed to "construct and operate a railway for public use in the conveyance of persons and property..." The directors were Samuel W. Chinn and Orrin H. Ingram of Eau Claire, Wisconsin; Elias W. Culver and William Irvine of Chippewa Falls, Wisconsin; and Frederick Weyerhaeuser of Rock Island, Illinois. At the October 22, 1883, meeting, Weyerhaeuser was elected president and William Irvine was elected secretary. The corporate bylaws were also accepted at that meeting.
