Bennet, a Denver, Colorado, reclamation engineer, worked with the U.S. Bureau of Reclamation from around 1920 to 1960. He first worked in the Mitchell, Nebraska, office, then later in the Denver office. While with the Bureau he supervised the design of power plants in the West, including those at the Grand Coulee, Glen Canyon, Shasta, and Hungry Horse dams.
