Fargo Urban Renewal Agency. Fourth Street (ND R-1) Project.
In 1945, I.S. Shattuck was employed as city planning consultant. He presented a master plan that recommended a renovation of the area between Fourth Street and the Red River in Fargo, N.D. which became part of Fargo city ordinances. City officials passed enabling legislature to allow Fargo to accept federal aid, This was the creation of the Fargo Urban Renewal Agency. Project applications were submitted for federal approval in 1957. The first phase of the project, named R-1, was completed in 1965 with construction of Second Street underpass. Project director was Earl E. Stewart.
