The Pennsylvania Ballot Reform Association was organized in 1889 to enact the Austrialian system of elections in Pennsylvania. In 1891, a bill was drafted by the Association and passed by the House. It was amended by the Senate and further amended in Committee. In 1893, the efforts by the Association achieved the same results. In 1899, the Association still had no success in enacting electoral reform in the state. Many of the efforts appeared to have been promoted by the Republican Party.
