The 52nd Legislature, in amending NRS Chapter 232, created the Department of Commerce, under which were the divisions of Banking, Insurance, Real Estate, and Savings and Loan.

By 1990 the Commerce Department consisted of the Office of the Director, and eight separate divisions: Financial Institutions, Consumer Affairs, Housing, Insurance, Manufactured Housing, Real Estate, Unclaimed Property, and the State Fire Marshal's Office, with the office of Protection and Advocacy attached to the Director's Office.
