Van H. Bukey was born in 1836 in Marietta, Ohio. He enlisted in the Union Army as a Private in 1861, then was promoted to First Lieutenant and then Captain of Company D in the 11th West Virginia Volunteer Infantry Regiment in 1862, promoted to Major and then Lieutenant Colonel of the Regiment in 1863, and then promoted to Colonel in 1864 to replace Colonel Daniel Frost, who had died in the Battle of Cool Spring. Bukey fought in many battles in Tennessee and Virginia, and was often commended by his superiors for his bravery and leadership skills. In the Battle of Cool Spring, Bukey was injured when his horse was shot and fell, landing on him. His injuries lasted with him for many years after the war, as evidenced in a letter from a doctor named E.D.J. Bond dated 24 April 1880. Bukey was mustered out of the Army on 26 December 1864 after his term of service ended. He died in 1909.
