Foote, William C. (William Cooper)
William C. Foote was in the United States military and had attained the rank of captain through colonel in the Coast Artillery Corps. He was a lieutenant-colonel in the 11th Coast Artillery Regiment and was a G-3 in the VI Corps Area. He was also an antiaircraft officer and commanded Base M., San Fernando in the Philippines (1946-1947).
