Biographical note: Criminologist.

He gained prominence in 1901 for his psychiatric examination of Leon Czolgosz, assassin of Pres. William McKinley. Simon served as Special Deputy Commissioner in charge of the New York City Narcotics Bureau, 1920-26; special adviser to the Will H. Hays Office of Motion Picture Producers of America pertaining to the depiction of crime and criminals in motion pictures, 1928-38; and wrote and spoke extensively throughout his career on crime, drug addiction, street gangs, Afro-American criminals, and other subjects of public concern.
