Mr. Rogers, a Rhodes Scholar, was elected to the Mississippi House of Representatives, where he served for more then twenty years. He became well known for his dedication to education reform in Mississippi and served as chairman of the education committee for many years. He worked closely on the Minimum Foundation Program, on reforming the leasing laws for sixteenth-section land.
