The Community Development Agency (CDA) is headed by a Commissioner who is appointed by the Mayor. The CDA develops and coordinates community action programs in high poverty areas of the city. It also implements the policies of the Council Against Poverty, a policy-making body acting for community corporations and other recognized citizen's groups. Although the Community Development Agency comes under the Human Resources Administration, it answers to the Mayor on policy issues.
