Evans was an associate professor of Agricultural Economics at New Mexico State University, 1942-1956. Before coming to NMSU in 1942, Evans received a B.S. and M.S. in Agriculture at Kansas State College. He also did graduate work at Illinois University in 1930-1931. Evans spent 15 years working at the Kansas State Experiment Station. After leaving Kansas State, Evans worked with the U. S. Department of Agriculture on various land purchase programs and flood control projects for several years.
