The Western Cemetery Planning Committee (Portland Dept. of Parks and Recreation) created the Master Plan/Treatment Plan as a restorative effort for the Western Cemetery within the West End of Portland, Maine. The goals of the Committee were to document, improve, and maintain the Western Cemetery's unique landscape as a historic cemetery and public space. The Western Cemetery was being destroyed because of misuse and neglect. The cemetery had been sanctioned by the city as an off-leash dog park. The location was also overcrowded, unhealthy, and unsanitary. Eventually, dogs were banned from the cemetery.
