The call for the sixth White House Conference on Children and Youth (1960) was issued by President Dwight D. Eisenhower on May 27, 1958. On June 26, 1959, Governor David L. Lawrence appointed a State Coordinating Committee to be responsible for the White House Conference preparations in Pennsylvania. Members of the Governor's coordinating committee from Allegheny County served as a steering committee for Allegheny County and invited about 300 local leaders to participate in the preparation of the Allegheny County report. Nine subcommittee chairmen were appointed primarily for editing, public relations and interpretation. The areas selected for exploration were: family life, substitute family care, delinquency education, mental health and youth employment. Professional consultants (secretaries) were also appointed to each subcommittee.
