Joseph H. Murray was born in Albany, New York. He studied law and was admitted to the New York Bar in 1900. Three years later, he moved to Alaska and became a lawyer and miner in the Valdez and Calamity Gulch regions near McCarthy. He became city magistrate in Valdez, after which he practiced law in Cordova (1926-1944). He also served in the Alaska Territorial House of Representatives (1917-1919, 1921-1923). Murray died in Cordova, Alaska.
