Chapter 29, Laws of 1977, abolished the Industry, Labor and Human Relations Commission (see WIHV85-A779) and established the Labor and Industry Review Commission. Though a separate and distinct unit, the commission received administrative services through the Department of Industry, Labor and Human Relations (see WIHV85-A482) until 1995 and after 1995 through the Dept. of Workforce Development (WIHV96-A859).

The commission is a quasi-judicial body which handles petitions for review of Department of Industry, Labor and Human Relations' decisions relating to unemployment compensation, worker's compensation, equal housing, fair employment, and discrimination cases concerning physical condition or developmental disabilities in postsecondary education.

In addition, the commission has responsibility to appoint members to the following statutory councils: Council on Unemployment Compensation, Council on Worker's Compensation, Council on Child Labor, Construction Wage Rate Council, Fire Prevention Council, Self-Insurers' Council, Wisconsin Apprenticeship Council, and the Labor Standards Council.
