Noel was born on May 6, 1945 in Cambridge, Mass. and received a B.A. (history, 1967) and M.A. (library science, 1969) from the University of Denver. He later received a second M.A. and Ph. D. in history from the University of Colo., Boulder. Noel has written, edited and co-authored countless books and articles on Colo. and Denver history. He has received awards for his work, taught history at UC Denver, and assisted local historical organizations such as the National Register Review Board of Colo., Denver Landmark Preservation Commission, and Historic Denver, Inc.
