W. Joseph Starts was horn in Detroit on November 27, 1907. A 1930 graduate of the University of Detroit, he did post-graduate work in government at U-D and Wayne State University. Mr Starrs began his more than forty-year career with the City of Detroit in 1931 as a Welfare Investigator. He later became head of Insurance and Property Division in Detroit's Welfare Department. In 1942 Mr. Starrs served on the Detroit Housing Commission, as Director of Homes Registration Bureau during World War II, to Administrative Assistant in 1951. In 1953 he became Urban Coordinator and was appointed Principal Urban Renewal Assistant in 1969.
