The Bureau of Juvenile Research was established in 1914 under the auspices of the Ohio Board of Administration. Children committed to the Board of Administration could be assigned to the Bureau of Juvenile Research for the purpose of mental, physical, and other types of examinations. Bureau recommendations were passed on to the Board, which then assigned children to state institutions, foster care, or other institutions.

The Department of Public Welfare was formed in 1921 from the Board of State Charities (1867-1921), the Ohio Commission for the Blind (1908-1921), the State Board of Clemency (1888-1921), and the State Board of Administration (1911-1921). After several periods of reorganization, including the removal of all Corrections functions, the Department of Public Welfare became the Department of Human Services in 1984.
