In 1900, Ward T. Bower joined the U.S. Fish Commission and by 1911 Bower began full time work in the Division of Alaska Fisheries of the Fish and Wildlife Service as Inspector, Assistant Agent, Agent, Administrative Officer, and eventually Chief. In 1922, as Chief of the Division of Alaska Fisheries, Bower accompanied the Assistant Secretary of Commerce, C.H. Huston, on a cruise to Europe, Russia, Japan, China, Egypt and Alaska to examine maritime commerce and economic conditions of these locations. Bower took photographs throughout the international tour on the S.S. Mojave. Walter T.
