Leon Henry Zach was a distinguished landscape architect who served as Chief of the Planning Branch of Military Construction of the Office of the Chief of Army Engineers. In this position he advised on the selection of sites, planning, and mobilization planning of Army installations throughout the world. In 1941 he began his career with the Army, remaining there until his retirement in January 1965. He was chairman of the Garden Advisory Committee of Dumbarton Oaks, a member of the Joint Committee on the National Capitol in 1947, and represented the Chief of Army Engineers on the National Capitol Planning Commission from 1953-56.
