Charles E. Loucks was a United States (U.S.) Army officer who was an assistant military attaché in Paris during the fall of France and in London in the battle of Britain in 1940. He also was a commander of the Rocky Mountain Arsenal; chief chemical officer for the European Command; commanding general of the Army Chemical Center. He was appointed the deputy chief chemical officer for the U.S. Army. He retired from the military in 1955.
