William Charles "Chief" Price was born July 28, 1914 in North Vernon, Indiana to Charles Richard Augustus and Goldie I. (Barton) Price. The family moved to Wichita, Kansas, where Price graduated from Wichita High School East in 1933. He continued on to Wichita State University, where he played football and belonged to Kappa Alpha Psi; he graduated in 1939. During World War II, Price worked with delinquent and deprived draftees at the Ft. Leavenworth Special Training School. He then transferred to Camp Lee, Virginia, where he was a trainer for the post football team; he also worked as an aide to the Information Office at Walter Reed Medical Center and served in the special services at the Fort Glen, Maryland rehabilitation hospital. After the war, Price returned to Kansas. Following a year at Washburn University School of Law, in 1947 Price took a job as a juvenile guidance worker at Topeka's Boys Industrial School (BIS). He went on to hold a number of positions at BIS, ultimately becoming a recreational therapist and the School's Athletic Director. In 1983 Price retired. He was recognized for his years of work by receiving the National High School Athletic Coaches Association's 1982 National Distinguished Service Award and by being chosen for the KSHAA Hall of Fame in 1985.

Price was highly active in various community organizations. He was on the Board of Directors of the Topeka Rescue Mission, was a member of Goals for Topeka, and was very active in Shiloh Baptist Church. He founded the Free Thinkers Input Program and lobbied the Kansas legislature.

Price married Willa Annabelle Moore on December 25, 1946. The couple had four children, Kenneth Leon, Shirley Lavonne, James Edwin, and Virginia Faye, as well as foster children Dietrick Dean Law and Darwin David Law. William C. Price died July 13, 1999.
