Walter Rawalt Baker was born on December 24, 1883. He attended Oregon Agricultural College from 1904 to 1909 and received a B.S. in Electrical Engineering in 1908. He also received the Electrical Engineer designation from O.A.C. in 1909 after completing graduate coursework. Baker's home was in Macleay, Oregon, near Salem. Alumni directories from the 1910s and 1920s list his occupation as farmer. An obituary in the Oregon Stater indicates that Baker died on April 23, 1962, and that he had worked as a farmer and a telephone lineman for community owned telephone companies. He was the primary caregiver for his brother, William, who was injured in an industrial accident in the 1910s.
