Frank L. Delaney (1889-1978), a Colorado attorney, was instrumental in writing and promoting the Taylor Grazing Act (1934) and in developing legislation for the conservation and use of water resources in Colorado and the West. From 1915 to 1943, Delaney served as Colorado District Attorney for the Ninth Judicial District which included Rio Blanco, Garfield and Pitkin Counties, as well as Moffat and Routt Counties until 1921. As legal counsel for the Colorado River Water Conservation District from 1937-1956, he adjudicated many transmountain cases growing out of the Blue River Diversion project. He was one of the founders of the Western Colorado Protective Association, which sought to gain public support for retention of western slope water. One of Delaney's major contributions is his work on formulating the compensatory storage and protective operating principles incorporated in Senate Document 80 regarding the Colorado-Big Thompson Project.
