David Challinor served as Assistant Secretary for Science from 1971 to 1985, when his title was changed to Assistant Secretary for Research. Ross B. Simons served as Program Manager, 1976- . Offices reporting to this Assistant Secretary included the Center for the Study of Man, the National Anthropological Film Center, the Chesapeake Bay Center for Environmental Studies (CBCES), the Office of Fellowships and Grants, the Office of Biological Conservation (OBC), the Research Institute for Immigration and Ethnic Studies, the National Museum of Natural History, the National Air and Space Museum, the Smithsonian Astrophysical Observatory, the Smithsonian Science Information Exchange (SSIE), the Radiation Biology Laboratory (RBL), the Fort Pierce Bureau, and the Smithsonian Tropical Research Institute (STRI). This period saw the termination of OBC, SSIE, and the Research Institute for Immigration and Ethnic Studies; the creation of the Office of Fellowships and Grants; the combination of CBCES and RBL into the Smithsonian Environmental Research Center; and the renaming of the Fort Pierce Bureau as the Marine Station at Link Port.
