The daughter of Harris B. and Laura (Phillips) Howard, Celia Howard grew up in Schodack in Rensselaer County, N.Y. Her father was at various times a farmer, lawyer, storekeeper, postmaster, notary, and auctioneer; he died in 1913. Her mother attended the New York Conference Seminary in Charlotteville, N.Y., where she studied to be a teacher. Celia attended Lansingburgh Academy, where she excelled at vocal music. She cared for her parents and carried out a number of business ventures in her home including photography, growing potted plants, and sewing.
