Walter Dale DeVries was born on Nov. 11, 1929 in Holland, Mich. He served in the U.S. Army from 1948-1951. He graduated from Hope College, Holland, Mich. with a B.A. in 1954. He received his M.A. and Ph.D. from Michigan State University. He was a delegate to the kent County Republican Conventions from 1954 to 1961. He was elected to the 1961 Constitutional Convention, where he served as chairman of the Committee of Administration. From 1958-59, he acted as Administrative Assistant to the Speaker of the State House, and as a part-time assistant to Speaker Pears from 1959-61. In 1961, he served on the Governor's Commission on Labor Mediation Dispute.
