The position of Vice Chancellor for Administration was created in 1973 and had responsibility for several University-wide functions that previously had been under the direct supervision of the Chancellor's office. These included student admission and enrollment, financial aid, and personnel management. The position was eliminated in 1980.

The position of Vice Chancellor for Administration was created by Chancellor Ferebee Taylor in 1973, at a time of increasing federal regulation of higher education. The vice chancellor was assigned oversight of the offices that produced the data being required by and engaged in the activities being scrutinized by the federal government. These offices, which previously had reported directly to the chancellor's office, included the University Personnel Department and the Office of the Registrar and Director of Institutional Research. The latter had oversight of the offices of Institutional Research, Records and Registration, the Registrar, Student Aid, and Undergraduate Admissions.
In 1973 the university did not yet have a dedicated legal counsel, and Chancellor Taylor wanted someone with legal training for the new vice-chancellorship. He recruited Douglass Hunt, a 1946 graduate of the University of North Carolina who had earned his law degree at Yale University. Hunt assumed the position on 1 July 1973. In addition to fulfilling the oversight responsibilities mentioned above, he served as the university's first Affirmative Action Officer, chaired its Residence Status Committee, and was the officer in charge of university compliance under Section 504 of the Rehabilitation Act of 1973. He was also responsible for advising university departments on legal matters in general, for codifying and disseminating institutional policies, and for monitoring all aspects of governmental relations. Because of his role in disseminating policies, he assumed oversight of The University Gazette, the university's internal news organ.
Hunt continued as Vice Chancellor for Administration until 1 July 1980, when he became Special Assistant to the Chancellor. The position of Vice Chancellor for Administration was then eliminated; and a new position, titled Vice Chancellor for University Affairs, was created. As Special Assistant to the Chancellor, Hunt kept some of his former duties. He remained chair of the Residence Status Committee, and he continued as the officer in charge of Section 504 compliance. He also remained in charge of governmental relations, and his responsibilities in this area were greatly expanded.
Some of the other duties of Hunt's former position were assigned to the new Vice Chancellor for University Affairs--namely, oversight of the offices of Institutional Research, Records and Registration, the Registrar, Student Aid, and Undergraduate Admissions. Oversight of the University Personnel Department was assigned to the Vice Chancellor for Business and Finance and that of The University Gazette to the Vice Chancellor Development and Public Service. The position of Affirmative Action Officer became a full-time position reporting directly to the chancellor.
