The Boston Public Housing Tenants Policy Council was a city-wide tenants organization for all residents of public housing. In 1968, to satisfy federal modernization program requirements for tenant involvement, the Boston Housing Authority organized what became the council. The council, comprised of representatives from housing developments ("local" task forces) and a few issue-based task forces, was the liaison between the BHA and its tenants during and after the modernization program. The BPHTPC dealt with issues such as relocation policies, tenant selection, safety, and maintenance. It was a plaintiff in the 1975 class action suit against the BHA, and played a role in the BHA receivership ordered by Judge Paul G. Garrity in 1980.
