Payne, Eugene B. (Eugene Beauharnais), 1835-1910

Eugene Payne served as an Union officer in the 37th Illinois Infantry Regiment during the Civil War. He was discharged after contracting malaria in 1865. Shortly after his return home he was elected to the Illinois House of Representatives in a landslide victory. Payne later settled in Cleveland, where he was employed by the Bureau of Pensions.
