Dobbins (b. 1873) was the daughter of Asa C. and Emma James Eames Dobbins. Asa C. Dobbins (1849-1883) served in the U.S. Army Signal Corps from 1870-1883 and worked at the army's weather bureau in Cheyenne, Wyoming from 1870-1873. Starting in 1891 the U.S. Department of Agriculture operated the bureaus and eventually they became the U.S. Weather Bureaus.
