Mr. William C. Rogers was appointed by the Commissioner of Labor to investigate the strike on the Yonkers Railroad Company, the street car system for the city of Yonkers. Serving with him were Mr. M. J. Reagan and Mr. James McManus. The Board held hearings in Yonkers on January 10, 11, 1913.

Pursuant to Section 141 of the State Labor Law of the State of New York, a State Board of Mediation and Arbitration was appointed to investigate the lockout of employees of the two Syracuse Plants of the Crucible Steel Company. Hearings were begun on June 17, 1913 before a Board composed of the following men: William C. Rogers, Chairman; P.J. Downey; and James McManus.

The board in this case was composed of Henry C. Johnson, chairman, W. H.H. Webster and William Purcell with Thomas A. Braniff as secretary. Under the provisions of Chapter 415 of the Laws of 1897 the Board was empowered to investigate and make public the facts in a labor dispute.
