St 1987, c 199, s 113 established a twenty-three member commission of gubernatorial appointees to review management needs of the Executive Office of Environmental Affairs and to recommend management, financial, and administrative plans. Specific concerns were to include management structure to permit the secretary of environmental affairs to exercise policy control; appropriate roles and management structures for constituent agencies to avoid duplicated effort, internal program conflicts, and conflicts with extrasecretariat agencies; a long-term financing plan; and a catalog of responsibilities, deadlines, and performance goals. The environmental protection agenda to be addressed included open space acquisition; coastal zone management; water resources planning, policy, and protection; waste management and cleanup; and air quality control. A preliminary report was due by May 1988; a final report with legislative recommendations to be filed with the General Court by Mar. 1989 was issued in Jan. 1989 with title: Agenda '90 : the Massachusetts environmental challenge.
