This representative body faced the similar title changes as did the organization's governing body. When the LRC was formed in 1969, this function was performed by the Board of Commissioners. Its title was changed to the Program Board in 1981. Program Advisory Council was adopted in 1987 when the Commission was incorporated. In March 1973, it was requested that the Lutheran Council in the USA accept the LRC as an adjuct agency. With the phasing out of LCUSA in 1987, LRC was incorported on August 21, 1987 as a non-profit agency jointly held by the Evangelical Lutheran Church in America and the Lutheran Church--Missouri Synod.
