Charles Winfield Matheson was born in 1878 in Charlottetown, Prince Edward Island; the first child born to Charles and Jane (MacRae) Matheson. He attended Avondale Public School, West Kent Street School, and the Prince of Wales College in Charlottetown. Between 1897 and 1900 he was also a member of a militia unit based in Charlottetown. He later attended Dalhousie University, receiving a B.A. in 1903, and went on to study at the University of Washington, receiving an M.A. in 1928. In 1909 Matheson married Annie Burn and they had six children.
