The Penn State Board of Trustees decided to have the 1972 Academic Policy Plan revised under president John W. Oswald. A steering committee focused on the identification of critical issues and the development of a new long range plan to make Penn State more efficient by eliminating overlapping activities and competition for students within colleges. The plan, adopted on 19 January 1980, was abandoned by incoming president Bryce Jordan in 1983.
